MEETING INBRIEF, Monitoring and Advocacy Committee for the Investment of Budget toward Development Project (KMAIOD) Sub-District of Remixio, District of Aileu 21 May 2013

 

INTRODUCTION

In relation with monitoring and advocacy activity which conducted by KMAIOD toward State General Budget (OGE) which poured into infrastructure project fiscal year of 2013, Luta Hamutuk conducted meeting with community and local authorities and local company which considered as member of KMSPDI Sub-District of Remexio. This meeting was organized on Kinta Feira 25 April 2014. KMSPDI is a monitoring committee which conduct its activities for almost three years, began in 2011 to 2012, aimed to conduct control upon the process of physical development in sub-district of Remexio, Laulara and Aileu Villa. 

 

This meeting considered as important, since such activity was aimed to share information toward members of the committee, particularly in respect of national development and the implementation of state budget both within national and rural level.  In addition, Luta Hamutuk would have such opportunity to directly listen to preoccupations coming Focal Points and member of KMAIOD in respect of development problems within rural level. Luta Hamutuk was also able to directly control the process of development which being implemented in Sub-district referred.

 

 

OBJECTIVE;

  • Update results from advocacy of projects which being monitored by the committe during 2012.
  • Create monitoring plan toward infrastructure projects 2013.
  • Distribute Faktus Informasaun, State Budget and List of Infrastructure Project for fiscal year 2013  toward members of KMAIOD

 

VENUE & DATE:

This meeting was organized on Wednesday 25 April 2013 in Committee Head Offiice in Remexio,District of Aileu.

 

PARTICIPANTS:

Participants within this meeting were around 15 persons, who composed from member of the committee; 5 female and 5 male (See Annex; List of Participant).

The composition of participants were like; Police representative, local Leader, Local company, women representatives and Focal Points.

 

RESULTS.

Through this meeting, Luta Hamutuk together with member of the Committee have finally created Advocacy Plan toward 2012’s projects as well as Monitoring plan toward Infrastructure project of fiscal year 2013. Projects which have been identified already to be monitored and conduct its advocacy are like:

 

Primary Projects of Advocacy:

  • Construction Project of Irrigation and its canal in Liurai village. The results from this project is believed to be low in quality.
  • Water canalization project toward sub-village of Aimerak Hun and Lerolisa, village of Acumau. Investigation is about to conducted toward changes within budget being allocated toward this project (U$50,000 VS U$ 45,000).
  • Construction Project of concertina wire to protect around 600M of road and spent around U$ 69,000 in village of Faturasa. The result from this project is believed to be low in quality.
  • Rehabilitation of water canal and roads, which spent around U$ 55,000 in village of Tulataqueo. The result from this project is believed to be low in quality.
  • Electricity project in Madabeno village. Community within this village hasn’t been able to access such facility.

 

Secondary Project of Monitoring:

  • Construction Project of Health Post in village of Fadabloco (U$85,000.00)
  • The construction of concertina wire in village of Fadabloco (U$ 151,000.00).
  • The project of 5 km of new road in sub-village of Fatumanaru as well as bridge and decker plat in village of Acumau.
  • New construction of ES 1007ES C.São Jose Operario to include 400m2 of its  classrooms and latrinas.

 

Through this meeting, member of the committee conductted discussion in respect of problem within the implementation of PDDI and PDDII, particularly during 2012, which considered haven’t been able to benefit community though such projecthave terminated already. For example; the construction of irrigation and its canal, clear water, the construction of concertina wire and rehabilitation of road. In relation with this problem, Luta Hamutuk had conducted advocacy already both within district level as well as national.  However, Government and relevant Ministries haven’t responded yet toward such problem. Apart from that, other member of the committee as well as technical secretariate have already created a monitoring plan toward projects of PDDI which will be applied in 2013 and projects of 2012 as well, which have been through re-appropriation process for 2013.

 

Conclusion.

It was obvious that through this meeting, member of KMAIOD continued to show its commitment along with voluntary spirit, aimed to monitor toward infrastructure developments (physical projects) which have been applied within sub-district referred in 2013, as well as projects of 2012 should to continue in  2013.
