Program & Division

Luta Hamutuk was established on 20 June 2005 by a number of activists: (Tomas Freitas, Mericio Akara, Joaozito Viana, Jose Alves Da Costa, Pedrito Viera, Karlito Nunes and Jose Monteiro) passionate about ensuring a participative and accountable development process, believing that only this would help ensure sustainable development in Timor Leste. Staff are working with volunteers to focus on the monitoring of many important projects such as Roads, Clinics, Schools, Veteran Housing. This includes the preparation and expenditure on the general state budget, as well as guaranteeing transparency within the oil and gas sector; these activities are Luta Hamutuk's strategy to reafirm its commitment to its struggle towards Economic Justice.



The establishment of "Ukun Rasik A'an" (Self-Determination), in the Democratic Republic of Timor-Leste, is a manifestation of national commitment for economic justice and public participation, with respect for the values of democracy, equality and transparency. 





To achieve this vision: To build on its proven strengths as revealed in the achievements of the last three years for the empowerment of its citizens.

To influence goverment policies, sharing lessons with other civil society groups and to constantly improve its services to the people of Timor Leste by improving its own institutional capacity.



 1. Budget Transparency Program

Production of monthly faktus Informasaun regarding annual state and its execution, undertaking research on  particular selected project about the impact of state budget allocated for respective project, monitoring on    infrastructure  project ( education, health, rural roads), preparation of material on state budget for community  briefing.



2. Oil Transparency Program  

Monitoring the progress of EITI report and its implementation, production of monthly faktus  informasaun regarding petroleum fund, undertaking monitoring activities on oil and gas issues, preparation of  materials on oil and gas issues for community briefing. 



3. Community Networking Initiatives

Coordinating  Focal Point and monitoring Committee at District and sub district levels, preparing community    briefings, trainings of focal points and community leaders, research on particular selected project about  community  infrastructure
